Elizabeth has completed Phase 1 of its Watershed Improvement Plan and posted the Watershed Inventory Report, opening a 60-day public-comment period, the city says. The city says the posting and comment period are required by the New Jersey Department of Environmental Protectionโs MS4 Master General Permit.
Questions and comments must be emailed to City Engineer Daniel J. Loomis, PE, at dloomis@elizabethnj.org by Dec. 12, 2026, according to the city.
Union County Life reports that the inventory lists 143 storm-sewer outfalls, including 129 that discharge to the Elizabeth River, as well as five subwatersheds and 19 flooding locations. The 129 river outfalls amount to about 90% of the listed total. Outfall counts and flooding locations are separate measures.
Union County Life reports that the information will inform Phase 2, a Watershed Assessment Report. The cityโs notice opens review of an inventory; it does not announce an approved construction project or funding.
