Fort Wayne Common Council leaves Anchor Resource Center funding timing unresolved

The Fort Wayne Common Council’s July 28, 2026, meeting ended without a listed funding action for the proposed Anchor Resource Center, leaving the timing of the next decision unresolved.

The administration is asking the Council to discuss and vote on a proposed $2.75 million appropriation on August 11. Council members previously voted 5-3 to hold the matter until September 1, so the August date remains an administration request—not a confirmed Council action or approved agenda item.

What happened July 28

The official committee and regular-session agenda for the July 28 Council meeting did not list an Anchor Resource Center funding ordinance or resolution. The city’s calendar confirms that the meeting took place at Citizens Square in Fort Wayne.

The meeting therefore did not approve, reject or formally advance the proposed appropriation. Any change to the timetable will need to appear on a later official agenda or result from subsequent Council action.

The proposal before the Council

The proposed appropriation would provide $2.75 million for acquisition and related project costs tied to the proposed center at 333 E. Washington Blvd. Local reporting describes the proposed funding as $2.1 million from Community Development funds and $650,000 from interest generated by federal American Rescue Plan Act dollars.

The mayor’s administration says it has reviewed potential locations and continues to favor 333 E. Washington Blvd. Officials have described the site as the best option and said the city has site control, including a purchase agreement with the seller. Those statements reflect the administration’s position; the building’s purchase and the proposed appropriation still require formal action.

The city has described different stages of its location review using different counts. The administration’s July update said 46 locations had been researched as of July 20, while the current Engage Fort Wayne project page describes a review of 23 locations, including three outside city limits. Those figures should not be treated as one confirmed total without further clarification.

The $2.75 million remains proposed public funding, not committed spending. The proposal could change through Council review.

Planned service model

The city describes the Anchor Resource Center as a 24/7 front door to housing and stability for people experiencing homelessness. The planned hub would connect visitors with housing, employment and job training, health care and other support services.

Under the proposed arrangement, the nonprofit Anchor Resource Center would lease the building from the City of Fort Wayne and operate the coordinated service hub. The city would serve as the landlord rather than the service operator.

City materials describe planned accountability measures including staffing and security, a clean perimeter, a hotline for residents and businesses, neighborhood participation and a community advisory group. Final operating, security and good-neighbor terms should still be reviewed as the proposal moves through Council action; the center has not been approved to open.
