Upland’s Residential Trash Rates Rose July 1; City Eyes 2027 Review
Upland’s residential solid-waste rates increased July 1, 2026, under the city’s service arrangement with Burrtec Waste Industries. The basic 35-gallon service rose to $30.36 per month, while larger residential cart options also became more expensive.
Residents whose bills cover service after the effective date should check the service level listed on their account. The city’s published rates vary by cart size and do not represent one uniform charge for every household.

The city also lists separate higher rates for extra barrels. The amount charged to an individual household can depend on cart size, extra service and other account-specific items.
Adjustment follows Burrtec agreement
Upland’s agreement with Burrtec, adopted by the City Council in 2022, provides for automatic annual solid-waste rate adjustments beginning July 1, 2023, through and including July 1, 2026. The city says the calculation uses the annual percentage change in the Consumer Price Index for the Riverside-San Bernardino-Ontario metropolitan area, with the service and disposal components subject to a 4% maximum adjustment.
That contract-authorized adjustment is separate from a future discretionary City Council action. The July 1 rates are in effect; they are not a proposal awaiting approval.
Budget projects pressure on solid-waste fund
Upland’s fiscal 2026-27 and 2027-28 budget projects that the Solid Waste Utility Fund will end both fiscal years with a negative balance unless rates are adjusted.
The budget says the city is conducting a solid-waste rate review, with proposed rates anticipated for City Council consideration in early 2027. That language describes a future review and possible proposal, not a final rate schedule or an approved increase. The projected fund balance also does not guarantee that rates will rise again.
What residents should check
Residents can compare the cart size on their Burrtec account with the city’s current residential solid-waste rate table. Burrtec handles customer-service questions for Upland’s residential program, while the city’s Recycling and Waste page provides local service information and the published rates.
Households reviewing a bill should distinguish the July 1 rate from any separate charges, extra-barrel service or other account options. Because the city publishes rates by service level, household bills will not necessarily be identical.
