Upland’s 2026 City Council Candidate Filing Period Is Open
Upland’s nomination period is open for three City Council seats that will appear on the November 3, 2026, General Election ballot. The seats represent Districts 2, 3 and 4, and each carries a four-year term.
The regular filing period began July 13 and is scheduled to close at noon on August 7. A possible five-day extension could run through August 12 if an eligible incumbent does not file by the regular deadline. That extension is not guaranteed and would apply only under the conditions described in the city’s election materials.
Which seats are involved
The City of Upland’s election information identifies one four-year City Council seat in each of Districts 2, 3 and 4. City materials list James Breitling, Carlos A. Garcia and Rudy Zuniga as the current incumbents associated with the affected offices.
Those names should not be treated as a final candidate list. Incumbency is separate from whether a person files, qualifies and ultimately appears on the ballot.
How candidates file
People considering a run must schedule an appointment with the city before obtaining or returning nomination papers. Upland estimates that the process takes about 45 minutes.
Candidates must submit between 20 and 30 valid signatures from registered voters in their election district. The signature requirement is part of the nomination process, but collecting signatures does not by itself guarantee that a candidate will qualify for the ballot. Papers and signatures must still go through the city’s review and qualification steps.
Because the regular deadline is noon on August 7, candidates should not wait until the end of that date without confirming the city’s appointment and document requirements. Anyone seeking an appointment should use the city’s election information rather than assume that countywide procedures are identical to Upland’s city-specific process.
