Upland budget sets two-year targets for services and development
Upland has published budget materials for fiscal years 2026-27 and 2027-28, setting a two-year framework for city services, capital-improvement planning and housing-related development work.
The materials, dated July 1, 2026, include department performance measures and project-related discussion involving Downtown Upland. They identify the southeast corner of First Avenue and C Street in connection with Downtown Upland activity, while also describing capital-improvement planning on a citywide basis.
The budget document’s July 1 date is a website timestamp. The accessible material does not separately describe a City Council adoption date, so the publication should not be treated as evidence of a separately documented council vote.
Planning workload has specific targets
The Planning Division’s targets for fiscal year 2026-27 include two General Plan amendments, four zone or code amendments, one specific-plan review and 12 development-plan reviews.
The same fiscal-year target includes 70 administrative determinations. Those figures describe planned workload and performance measures; they are not a record that those approvals or reviews have already been completed.
The budget materials also report that the Planning Division had received 89 public-records requests as of February 2026. That figure provides a snapshot of the division’s documented workload before the start of the two-year budget period.
For residents, the planning numbers matter because they show the kinds of General Plan, zoning and project-review work the city expects to handle during the first year covered by the plan. The document does not identify a particular project outcome from those targets or say that any listed amendment has already been adopted.
Housing Element implementation continues
Upland’s Housing Element webpage says the city is implementing portions of its 2021-2029 Housing Element. The implementation work includes rezones and modifications to the zoning code.
The budget materials place that housing-related work within a broader development-services and capital-planning framework. However, the approved materials do not establish that all of the rezones or zoning-code modifications were adopted during this budget cycle.
That distinction is important for residents, property owners and developers. A budget target or implementation reference indicates planned administrative work, but it does not by itself establish that a zoning change, development approval or specific housing project is final.
What the budget does—and does not—show
The two-year document covers citywide capital-improvement projects and department performance measures, giving the city a planning framework for services and infrastructure through fiscal years 2026-27 and 2027-28.
It does not provide a concise total for all new spending, and the accessible version does not identify every capital-project appropriation. As a result, the materials support a description of priorities and planned work, but not a precise claim that the overall budget raises or cuts spending by a particular amount.
