L.A. conditionally approves 68-unit housing plan at 4741 N. Libbit Avenue in Encino
Los Angeles City Planning approved with conditions on June 30, 2026, a proposed seven-story apartment building at 4741 N. Libbit Avenue in the Encino neighborhood of Los Angeles.
The project, identified as case CPC-2024-5477-CU3-DB-PHP-HCA, would contain 68 apartments, including 14 units designated for very-low-income households. The site is vacant and just south of Ventura Boulevard.
Project would add 68 apartments
The plan calls for one- and two-bedroom units in a seven-story residential building above two levels of parking. Urbanize LA reported that the parking areas would accommodate 163 vehicles.
Urbanize LA also reported that the 14 very-low-income apartments would be restricted for 55 years. That term is reported, not a basis for describing the units as permanently affordable.
Density bonus would allow a larger building
The application included 100% density-bonus participation and related incentives for a project larger than base zoning would otherwise allow. The requested modifications included increasing the floor-area ratio from 3:1 to 4.15:1, adding 30 feet to the allowed height and reducing required side yards by 20%.
In plain terms, the density-bonus request links additional development capacity to the inclusion of income-restricted homes. The City Planning action is a conditional planning entitlement for the proposed project; it does not establish that construction, financing, building permits or occupancy are complete.
Latest version follows earlier proposals
The current 68-unit plan is a revised proposal for the Libbit Avenue property. Urbanize LA reported that Liv Lux Property Group previously pursued a 57-unit project at the site. An earlier owner, Precision Development, had secured approvals for a five-story, 47-unit building, but that project never broke ground.
What Encino residents should watch next
The next verifiable milestones would be building-permit filings, construction activity or other records showing that the developer has moved beyond the planning entitlement. The available City Planning case materials identify the action and project description but do not establish a construction start date.
For residents and nearby businesses, the immediate change is therefore a conditional planning approval for a larger housing proposal on a vacant Encino site—not a completed apartment building or a confirmed opening date.
