Elk Grove Approves Rezone and Two-Lot Map for 10132 Sheldon Road
The Elk Grove City Council approved a rezone and tentative parcel map for 10132 Sheldon Road, allowing an approximately 4.97-acre property to be divided into two rural residential lots.
The council’s June 24, 2026 action, adopted as Resolution 2026-143, covers the 10132 Sheldon Road Rezone and Map Project, identified as PLNG20-050. The approval changes the property’s zoning from AR-5 Agricultural Residential, which has a five-acre minimum lot designation, to AR-2 Agricultural Residential, which has a two-acre minimum lot designation.
Two lots from one Sheldon Road parcel
The approved tentative parcel map divides one existing parcel into two new parcels, each with a lot area of at least two gross acres. The city’s project documents identify the site as 10132 Sheldon Road in Elk Grove, assessor’s parcel number 127-0080-054.
The action creates two residentially eligible lots under the approved zoning and map configuration. It does not approve completed homes or authorize immediate construction. Future building proposals would still need to satisfy applicable city requirements, including development standards, site and engineering approvals, utility-related requirements, grading requirements and building permits.
Access through private road and utility easement
The project framework provides for access from Sheldon Road through a proposed 40-foot-wide private road and utility easement. The approval does not establish that the road would be publicly maintained infrastructure.
Resolution 2026-143 also requires the project to comply with applicable Elk Grove zoning and land-division standards. Any future construction would need to comply with the city’s Climate Action Plan measures for new single-unit residential construction, along with other requirements that may apply before grading, occupancy or home construction.
General Plan and CEQA findings
The city found the parcel split consistent with the General Plan’s rural residential density range. The resolution states that the new parcels would be over two acres and within the rural-area density range of 0.1 to 0.5 units per acre.
The council also found that no further environmental review was required for the approved project under California Environmental Quality Act Guidelines Section 15183, which addresses projects consistent with a community plan, General Plan or zoning. That finding applies to the approved rezone and tentative parcel map; it does not eliminate future requirements tied to construction or site work.
The city’s environmental-review list separately recorded the project’s Notice of Exemption on July 31, 2026. That later listing is distinct from the council’s June 24 adoption of Resolution 2026-143.
What happens next
The immediate result for 10132 Sheldon Road is an approved zoning-map change and tentative subdivision configuration for two rural residential lots. The record does not show that homes have been permitted or that construction has begun.
Before residential construction could proceed, future applications would remain subject to the city’s development standards and any applicable grading, engineering, utility, fire, environmental, building and occupancy approvals.
