Lincoln’s JLC Concrete Project Clears CEQA Review for Proposed Office

Lincoln filed a July 20, 2026, Notice of Exemption for JLC Concrete Design Review, completing the project’s recorded California Environmental Quality Act review step for a proposed office and concrete-plant observation room at 1360 Gladding Road.

The official filing index identifies the project as JLC Concrete Design Review, project PLN25-00034, with the City of Lincoln listed as both applicant and lead agency. The CEQA record identifies JLC Ready Mix, Inc. and Michael Webb in connection with the proposal.

What JLC is proposing

City planning materials describe a proposed two-story, 2,182-square-foot building for office space and an observation room serving the existing ready-mix concrete plant. The project is at JLC Ready Mix’s approximately 11.2-acre property at 1360 Gladding Road.

The site has a General Plan land-use designation of Industrial and is zoned Industrial. The submitted site plans also show proposed truck staging, material storage, a mixer-truck wash-down or wash-out area and other improvements connected to the existing industrial site.

Two parking spaces are proposed

The design-review materials show six existing parking spaces and two proposed additions: one standard space and one accessible space. The plans also identify a planter adjacent to the new parking spaces.

The records describe a proposal at an existing industrial property. They do not establish that the project has been built or provide a basis to infer new production capacity, employment levels or specific traffic effects.

What the CEQA action means

The July 20 Notice of Exemption uses the California Environmental Quality Act’s Section 15303 categorical-exemption category for new construction or conversion of small structures. The filing records the City of Lincoln’s environmental-review determination for this proposal.

That determination is separate from construction, building, design-review and operational approvals. The Notice of Exemption does not by itself confirm that every permit, inspection or other approval needed before construction or use has been issued.

What happens next

Future City of Lincoln planning, building and permit records will provide the clearest indication of the proposal’s remaining approvals and status. The city’s May 27 design-review staff report recommended approval of the design-review application, but the July 20 CEQA filing should not be treated as confirmation that the building is complete or operating.

For nearby residents, workers and businesses, the immediate takeaway is that a proposed addition at the existing Gladding Road concrete facility has cleared its recorded environmental-review step. Any later construction activity, site changes or operational effects would need to be evaluated through subsequent city records and approvals.
