Public Safety Update
Lincoln police are continuing an active homicide investigation following a fatal shooting reported Tuesday evening in the 1200 block of Hillwood Loop. Officers responded to a 911 call shortly before 6 p.m. on February 3 and found an adult male with multiple gunshot wounds inside a residence.
A 35-year-old man was detained at the scene and later arrested on suspicion of homicide. Investigators recovered a firearm and are working with the Placer County District Attorney’s Office as the case moves forward. Authorities have emphasized that the incident appears isolated and that there is no ongoing threat to the broader community.
Water Infrastructure Comes Into Focus
At a recent City Council meeting, Lincoln officials reviewed an updated water master plan that outlines long-term infrastructure needs across the city. The plan projects roughly $538 million in water system investments over the coming years, including pipelines, storage facilities, and supply upgrades.
City staff said Lincoln can meet current and near-term water demand, but additional planning will be needed before the city reaches a 15-year horizon. Future studies will look at groundwater reliability, water recycling, and other supply options as growth continues.
Rules Change for E-Bikes and Scooters
The City Council has also adopted a new ordinance aimed at improving pedestrian safety by limiting where electric bikes and scooters can operate. The measure restricts the use of faster and heavier electric mobility devices on sidewalks and walking paths, while exempting ADA mobility devices.
City officials say the ordinance responds to an increase in near-misses and injuries reported on shared paths. Enforcement will focus first on education, with modest fines possible for repeated violations.
