NJ seeks developer for mixed-income housing redevelopment at Linden train station

The New Jersey Economic Development Authority has opened a solicitation for the possible redevelopment of the commuter parking lot at Linden’s NJ TRANSIT rail station, creating a potential path for mixed-income housing in the city’s downtown.
NJEDA issued the request for qualifications and proposals, known as an RFQP, on July 15, 2026. The request seeks parties interested in purchasing or leasing the parking-lot site and redeveloping it into a transit-oriented housing community.
What changed
The immediate development is the state’s solicitation, not an approved construction project. NJEDA has not announced a selected developer, and the available announcement does not establish that construction will proceed.
The proposed use is mixed-income housing connected to existing transportation infrastructure. The state said the effort is intended to expand housing opportunities and support economic growth in downtown Linden.
For residents and renters, the proposal could eventually create additional housing options. For commuters, homeowners, taxpayers and nearby businesses, the practical effects would depend on how the site is ultimately planned and whether the current parking arrangement changes. The project could also affect downtown land use, traffic, commuting patterns, housing supply and local business activity if it advances.
What remains undecided
The announcement does not provide a number of housing units or specify what percentage, if any, would be designated as affordable. It also does not identify a plan for replacing, reducing or otherwise changing station parking.
No construction schedule, developer award date or RFQP response deadline is included in the available announcement. The selection timeline would need to be confirmed in the solicitation documents before commuters, prospective residents, property owners and local businesses can determine the project’s likely effects.
Those omissions matter because the site serves a transportation function as well as a potential housing purpose. The RFQP concerns the possible purchase or lease and redevelopment of the lot, but the source material does not say that existing parking will be eliminated.

The governor’s announcement identifies the property as a commuter parking lot at the Linden NJ TRANSIT station in the city’s downtown. It links the initiative to efforts by Gov. Mikie Sherrill’s administration, NJEDA and NJ TRANSIT to pursue transit-oriented development.
Linden’s official website identifies the municipality as Linden, NJ 07036. The city site also lists the Linden District Management Corporation office at 403 North Wood Avenue, providing a downtown reference point for the local area discussed in the announcement.
For now, the July 15 RFQP is the concrete action. The number and affordability of any homes, the future of station parking, the identity of a potential developer and the timing of any redevelopment remain unsettled.
