Stonecrest approves new CID for industrial corridor tied to Lithonia

Stonecrest City Council unanimously approved creation of the Stonecrest/Lithonia Industrial Park Community Improvement District on July 15, 2026, and the district’s inaugural board selected its leadership, according to a report published that day.

The new CID is intended to strengthen economic development, improve infrastructure and position the industrial corridor for long-term investment. That could shape future transportation, utility, business-recruitment and development decisions in the corridor connected to Lithonia.

What the approval does—and does not do

The action establishes the Stonecrest/Lithonia Industrial Park CID and starts its governance structure. It does not, based on the approved sources, show that construction has begun, that infrastructure improvements have been delivered or that jobs have been created.

The available reporting does not specify the CID’s millage or assessment rate, board membership, project budget, construction schedule or first funded project. The approval came from Stonecrest City Council. County records identify utility questions

A May 2026 DeKalb County Department of Planning and Sustainability memorandum identifies development parcels at 1303 and 1313 Lithonia-Industrial Boulevard, Lithonia, Georgia 30058. The memorandum says existing water infrastructure is adequate at the reviewed site and lists a 16-inch existing ductile iron pipe, or DIP, water main.

The same utility review identifies a different issue for sewer service. The nearest sewer line is listed as 4,200 feet away, and the memorandum says a sewer-capacity evaluation is required for the development. It also identifies the Swift Creek outfall-servicing project and the Pole Bridge water-treatment facility in its utility review.

Those county comments are part of the planning record and are not final approval of the development. They show that water availability and sewer capacity are separate questions that may affect future development planning in the industrial corridor.

The City of Lithonia’s official website lists a regular council meeting on Aug. 3, 2026, and a Downtown Development Authority meeting on Aug. 11, 2026. The city calendar and records provide a local-government pathway for following later development and infrastructure decisions.
