Dilley approves $560,000 bid for grant-funded water improvements after rebid

Dilley City Council approved a $560,000 bid from Zapata-based A&A Pipeline Services on July 21 for municipal water-system improvements and emergency backup power at public facilities.

The vote followed a rebid after an earlier proposal came in at more than twice the project’s $500,000 grant allocation. Project engineers recommended restructuring the contract scope before the city sought new bids.

Rebid followed budget problem

Dilley received a $500,000 Texas Community Development Block Grant in 2025, primarily through the Texas Department of Agriculture. The grant-funded project is intended to improve the city’s water infrastructure and add emergency power capabilities for public facilities.

After the first procurement produced a proposal that exceeded the grant budget by more than two times, the project moved toward a revised scope and a new bidding process. The city obtained an emergency extension from the state in June 2026 to extend the procurement timeline.

Two new bids were evaluated on July 7. Fourteen days later, the council approved A&A Pipeline Services’ $560,000 proposal. The approved bid is $60,000 higher than the grant amount, leaving Dilley to manage the difference while carrying out the revised project plan and its local funding obligations.

Water plant and well work

The broader project includes improvements at the Dilley Water Plant and an emergency backup generator at the Civic Center Well. Public project descriptions identify work involving the existing aerator, a variable-frequency-drive system, clear-well and filter improvements, and related water-treatment and water-system upgrades.

The project budget described before the approved bid included $415,000 for construction and $75,000 for engineering. It also initially included a five-percent local match budgeted at $25,000.

Those figures provide the project’s original financial framework, while the council-approved bid establishes a higher contract amount than the grant allocation. The vote gives the city a contractor for the water and emergency-power work, but it does not by itself show that construction has begun or that the project is fully funded beyond the grant and identified local-match obligations.
