Kenmore Council puts climate, housing and human-services levy on November ballot

The Kenmore City Council adopted an ordinance June 15 sending a proposed climate, affordable-housing and human-services levy to voters in the November 2026 general election.

Ordinance No. 26-0644 submits Proposition 1 to the ballot. If approved, the measure would provide funding authority for climate and environmental stewardship, affordable housing and human services.

The city’s Proposition 1 page does not state a final levy rate or projected annual tax impact. Voters will decide whether to authorize the measure, while those financial details are not included in the city’s public description of the proposition.

Application deadline set for July

Kenmore set a 4 p.m. deadline on July 6, 2026, for applications connected to the measure’s housing and human-services programs. The deadline is separate from the November election, when voters will decide whether Proposition 1 can move forward.

The city’s current-projects page also identifies a summer 2026 project map and lists proposed housing developments in Kenmore.

Two proposed housing developments

The Approach at Kenmore, at 7010 NE 181st Street, is described as a proposed mid-rise development with 103 apartments. The project also includes 18 homeownership units through Habitat for Humanity.

A separate proposal at 17715 80th Ave NE is described as a six-story building with 53 multifamily units and 48 parking stalls.

Both developments remain described as proposed on the city’s current-projects page. The project information does not establish completion dates, so the listings do not indicate when either development would be finished or available.

County funding is separate

Kenmore’s ballot measure would be considered alongside existing regional support for housing and services. King County’s approved 2026-27 budget includes $3.2 million for Kenmore and Reclaim shelters, three tiny-home villages and youth providers. The county budget also includes rental-assistance funding.

Those county allocations are separate from Proposition 1. The November election will determine whether Kenmore receives authority for the proposed city levy and its stated climate, housing and human-services purposes.
