Mukilteo seeks developers for 1.19-acre waterfront site near ferry terminal

Mukilteo has launched the first phase of a two-step competitive process to find a development team for a 1.19-acre waterfront property near the Washington State Ferry Terminal and historic Mukilteo Lighthouse.

The city announced the request for qualifications, or RFQ, on July 29, 2026. It is seeking experienced development teams that can demonstrate their qualifications to lease and develop the prominent waterfront site.

Responses are due Aug. 20, 2026. The immediate focus is on identifying teams with the experience and qualifications to pursue the property, rather than selecting a final design or authorizing construction.

A possible waterfront village

The broader concept for the property is framed as a waterfront village on Puget Sound. Potential uses described in connection with the solicitation include restaurants, lodging and public plazas.

Those uses remain part of the contemplated concept, not a final approved project. The city’s notice does not identify a selected developer, construction budget or construction schedule.

The site is located on Mukilteo’s waterfront, steps from the ferry terminal and historic lighthouse. That places the potential redevelopment in a highly visible area used by ferry travelers, lighthouse visitors and people visiting the waterfront.

The location also gives the proposal a connection to transportation and tourism activity in Mukilteo. A future development at the parcel could change how visitors experience the waterfront and add visitor-serving uses near the terminal, although the final scale and design will depend on the competitive process.

First step in the process

The RFQ is the opening phase of the city’s two-step approach. Development teams must submit their qualifications by the Aug. 20 deadline, after which the process can move forward toward consideration of a development partner.

The effort is being coordinated with a broader waterfront redevelopment vision involving the Port of Everett. That coordination places the 1.19-acre parcel within a larger effort to shape the Mukilteo waterfront, while leaving the specific project on this site to be determined.

For residents, businesses and visitors, the immediate change is the start of the developer search. The city has not announced a completed project or a construction timetable. The next publicly identified milestone is the Aug. 20 deadline for RFQ responses.
