DOE Opens 60-Day Review of National Transmission Needs as Grid Demand Accelerates
The U.S. Department of Energy has opened a 60-day public review of the nationโs transmission needs, releasing a draft study that says additional electric-transmission infrastructure is needed to support a reliable and secure grid.
The draft 2026 National Transmission Needs Study, released July 7 by DOEโs Office of Electricity, comes as electricity demand rises across the country. The agency is accepting comments from local communities, Tribal Nations, states, regional reliability entities and the general public.
DOE also planned in-person roundtables during summer 2026, creating additional opportunities for groups that could be affected by future transmission planning to weigh in.
Why transmission is under review
Transmission lines carry electricity over long distances from power plants and other generating resources to communities, businesses and local distribution systems. DOEโs draft frames expanded transmission as a national reliability and capacity issue rather than a concern limited to one region.
The studyโs timing reflects several pressures on the power system, including rising demand from data centers, broader electrification and extreme-weather conditions. More electricity use can increase the need for capacity, while severe weather can test the ability of the grid to move power when individual facilities or routes are disrupted.
National electricity production has already been increasing. The U.S. Energy Information Administration reported that net electricity generation rose 3.1% in May 2026 compared with May 2025.
EIA also reported that demand in Texasโs ERCOT system reached near the upper end of its previous 12-month range as summer heat built. That regional data illustrates the kinds of demand conditions that can put pressure on power systems, although the DOE study addresses transmission needs nationally.
What the review does โ and does not โ decide
The release begins a public-comment process; it is not a final federal transmission policy. The draft itself does not authorize construction, guarantee lower electricity rates or resolve reliability risks in any region.
DOEโs announcement does not establish how much new transmission capacity will ultimately be built or how that construction would be financed. Those questions can be affected by later federal, state, regional and local decisions, as well as by the outcome of the review.
The participation list signals that transmission planning can affect a wide range of interests. States and regional reliability organizations play roles in power-system planning, while communities and Tribal Nations may be directly involved in discussions about routes, land, infrastructure and local impacts.
What happens next
The public-comment period will remain open for 60 days. DOEโs planned summer roundtables are expected to provide a forum for discussion alongside written comments.
The review will unfold alongside new federal energy data. EIAโs July Short-Term Energy Outlook was completed July 1 and includes projections for national energy prices, production, consumption and electricity. EIA scheduled its next outlook for Aug. 11, 2026.
The agencyโs next Electricity Monthly Update was scheduled for Aug. 26, 2026, and will provide another update on recent power-sector conditions.
For households, businesses and public officials, the practical significance of the DOE study is that transmission expansion is being considered against a backdrop of increasing electricity use and heightened reliability concerns. The immediate decision is not whether a particular line will be built, but how the country should assess and plan for the grid capacity it may need.
