Chapel Hill Releases Draft Land-Use Rules, Sets Public Meetings

Chapel Hill has released a draft update to its Land Use Management Ordinance, or LUMO, and scheduled two public open houses where residents can review the proposal and offer input.

The town announced the draft on July 20, saying it is intended to support housing, sustainability and growth. The town also says the proposed changes would make development review more efficient and predictable for qualifying applications.

Public meetings scheduled

The open houses will be held at Chapel Hill Public Library on Aug. 17 and Sept. 10, 2026. Each date will include a midday session from noon to 2 p.m. and an evening session from 6 to 7:30 p.m.

The meetings give residents a scheduled opportunity to learn about the draft and provide feedback before later action by the Town Council. The town’s development-review process includes application, council-action and final-plan stages.

What the draft could change

The update could affect how housing and other development proposals are reviewed in Chapel Hill. The town has framed the proposal around making that process more predictable while addressing housing, sustainability and growth.

The proposal is not enacted law. The town’s announcement does not set a date for final Town Council adoption, and the eventual effect on development approvals remains unsettled. The full text of the proposed zoning changes will determine what specific applications or projects could be affected.

Residents can attend either session on either date at the library as the town continues its public review of the draft ordinance.
