NSF’s $250 Million Research Restart Moves Into Application Phase
The National Science Foundation’s restarted small-business research program has moved from a funding announcement into an active application cycle, creating a federal funding path for companies developing scientific instruments, experimental platforms and related technologies.
NSF announced the broader $250 million restart of its Small Business Innovation Research and Small Business Technology Transfer programs on May 28, 2026. The agency posted the specific scientific-instrumentation solicitation six days earlier, on May 22. That pilot carries an anticipated budget of up to $40 million, subject to available funds.
The first listed full-proposal deadline was July 27, 2026. NSF’s next full-proposal deadline is November 4, 2026, due by 5 p.m. in the submitting organization’s local time. The agency’s records do not announce winners from the July deadline, so the current development is implementation of the restarted program rather than a new award round.
What NSF is trying to fund
The pilot targets U.S. startups and small businesses developing next-generation scientific instrumentation, novel experimental platforms, scientific equipment and technologies that support AI-enabled discovery.
NSF says the purpose is to help build tools and infrastructure that could open new areas of scientific research. The agency also describes the SBIR/STTR programs as non-dilutive funding intended to move deep technologies from technical development toward commercially viable products and services.
The solicitation estimates 83 to 86 awards, depending on available funding. That estimate includes approximately 57 to 59 SBIR Phase I awards, 11 to 12 STTR Phase I awards, 10 SBIR Phase II awards, two STTR Phase II awards and a limited number of Fast-Track awards.
How the funding paths work
Phase I proposals may request up to $305,000 for projects lasting six to 18 months. NSF describes Phase I as early technical-feasibility work. Phase II proposals may request up to $1.25 million and typically run for about 24 months as companies pursue more advanced development.
Fast-Track proposals combine the two stages, allowing up to $400,000 for Phase I and up to $1.155 million for Phase II. The solicitation also includes supplement mechanisms. Its general funding summary says each company may receive up to $2 million for research and development, but that is not a single grant amount available to every applicant.
The solicitation separately allows eligible Phase II awardees to seek later-stage Strategic Breakthrough awards of up to $30 million upon recommendation from an NSF program officer. That pathway is distinct from the main Phase I, Phase II and Fast-Track awards in the scientific-instrumentation pilot.
NSF takes no equity in participating companies. The funding is intended for technical research and development, however, and applicants should not treat it as guaranteed capital or a substitute for later private financing.
What companies and universities should do next
Companies seeking a Phase I award generally must begin with a Project Pitch. NSF must issue an official invitation before a company can submit a Phase I full proposal. The solicitation says invitations are valid for the next two submission deadlines after the initial official invitation.
SBIR applicants may work with another institution, but a partnership is not required. STTR applicants must include a nonprofit research institution and issue that institution a subaward. For STTR proposals, the research institution’s role also includes a required co-principal investigator arrangement under the solicitation.
Applicants must submit through Research.gov. NSF’s application guidance says companies must also complete registration with the System for Award Management and the SBIR Company Registry. NSF says SAM registration can take up to three weeks and Research.gov registration can take up to 48 hours, making early preparation important for companies targeting the November deadline.
What to watch
The next major checkpoint is November 4, 2026, when the next full proposals are due. NSF’s events calendar shows that the agency held an introductory America’s Seed Fund office-hours session on August 12. It also lists a Phase I awardee Q&A on August 20 for active awardees, along with later sessions for invited Project Pitch applicants and Phase II awardees.
The practical test for the restart will come with later award announcements and project results: whether federal R&D support helps scientific-instrumentation companies move from technical feasibility to prototypes, customers and follow-on investment. Companies and university research offices should watch for updated NSF guidance, award notices and future proposal-support sessions.
