Northside ISD has 2,271 funded TEFA participants. What that means for enrollment remains unclear
Northside ISD residents accounted for 2,271 funded participants in Texasโ first-year Texas Education Freedom Accounts program, placing the San Antonio district third statewide in the Texas Comptrollerโs latest district-of-residence count.
The number shows the program has a substantial presence among families living within Northsideโs boundaries. It does not show how many participants previously attended Northside public schools, so the programโs effect on local enrollment, state funding and district planning remains unresolved.
What the state count shows
The Comptrollerโs Annual Demographic Report: 2026-27, dated Aug. 1, lists 2,271 funded TEFA participants whose reported district of residence is Northside ISD โ San Antonio. Only Houston ISD and Dallas ISD had higher reported totals in the table.
The report is a snapshot of participation as of July 29, 2026. The district-of-residence information was supplied by parents and may change as the state completes additional verification.
Statewide, the report counted 85,344 funded accounts in that snapshot. TEFA accounts can support private-school tuition and qualifying homeschooling expenses, with the amount varying by student circumstances and the type of educational use.
Why 2,271 is not a transfer count
A funded participant is a student whose account has been funded. That is different from an awarded application, and neither figure by itself establishes that a student left Northside ISD.
Some Northside-area participants may already have been enrolled in private school or homeschooled. Others may have come from another public school district, entered school for the first time or changed educational arrangements for reasons the public data does not identify. The Comptrollerโs table records reported district of residence, not a studentโs prior school.
A separate TEFA fact sheet dated Aug. 10 reported 118,441 awarded students statewide. That total included both funded participants and students whose awards had not yet been claimed, so it should not be added to or substituted for Northsideโs 2,271 funded participants.
Northside enrollment is also down
Northsideโs 2026-27 sixth-day enrollment was just over 94,465 students, according to Axios San Antonio, citing district spokesperson Barry Perez. Axios reported that the figure was nearly 2% below the same point last year.
For comparison, the Texas Education Agencyโs 2025-26 district profile lists Northside ISD enrollment at 98,333 students for that school year. The sixth-day figure is an early count for the new school year and is not the same type of record as the finalized prior-year profile.
Perez told Axios that Northside is experiencing enrollment shifts tied to multiple factors, including demographic changes such as declining birth rates and new education options such as TEFA. The district also pointed to its launch of a Virtual Academy and continued academic, athletic, fine arts and extracurricular programming.
Those comments do not establish that vouchers caused the decline. The district identified several possible contributors, and the available public data does not quantify TEFAโs specific effect on Northside enrollment.
What families and taxpayers should watch
The local consequences could extend beyond the headcount. If Northside eventually documents students leaving district schools for private education or homeschooling, administrators may need to account for changes in staffing, programs, classroom demand and facility planning. Any state-funding effect will depend on the relationship among actual enrollment, funding formulas and the programโs developing rules.
It is too early to draw a final conclusion from either the July 29 TEFA snapshot or Northsideโs sixth-day count. Future state participation updates, district enrollment reports and Northside budget documents will be needed to determine whether the program changes the districtโs staffing, spending or long-term planning.
For now, the verified local takeaway is narrower: 2,271 students whose families reported Northside ISD as their district of residence had funded TEFA participation in the Comptrollerโs July 29 snapshot, while the district began the 2026-27 school year with just over 94,465 students, according to district information reported by Axios. The records do not yet connect those figures student by student.
