San Antonio CDBG amendment remains unclear after city correction
San Antonio’s proposed shift of federal housing funds was reduced sharply by a city correction, but the city’s online notices still leave residents sorting out what, if anything, City Council will consider on Thursday, August 6, 2026.
The original June 22 notice for Substantial Amendment No. 3 to the city’s FY 2026/PY 2025 Action Plan and Budget proposed moving up to $2 million in Community Development Block Grant funds from Housing Rehabilitation & Reconstruction to a new public-infrastructure project under Priority 4, Neighborhood Revitalization. It also proposed moving $300,000 in prior-year program savings to Housing Stabilization Services.
A June 26 correction changed the proposed housing-related transfer to up to $500,000. The proposed $300,000 allocation for Housing Stabilization Services remained unchanged.
What the correction changed
The city’s Grants Monitoring and Administration division said the corrected action falls below the city’s 10% threshold for a substantial amendment. It therefore classified the proposal as a minor amendment.
That classification changed the stated approval process. The correction says City Council consideration of the FY 2026/PY 2025 amendment is no longer required. It also says the public hearing scheduled for July 10, 2026, at City Tower was canceled because the action is now considered minor.
The correction’s courtesy public-comment period ran from June 26 through July 1, 2026. That period has ended.
Why August 6 remains confusing
The original amendment notice still says City Council consideration of Substantial Amendment No. 3 would take place on Thursday, August 6, 2026, at the Municipal Plaza Building. But the later correction says council consideration is no longer required.
The city’s GMA page also carries a separate June 30 notice for the FY 2027-2031 Consolidated Plan and FY 2027 Action Plan and Budget. That separate notice says council adoption of the broader plan is anticipated on August 6, 2026.
As of August 4, the available city records do not establish that the corrected FY 2026/PY 2025 CDBG amendment will be voted on August 6. Residents should check the current City Council agenda and the city’s Grants Monitoring and Administration notices before treating that date as a vote on this amendment.

What the proposed shift could mean
The dollars remain proposed, not approved or spent. If carried out, the corrected plan would make up to $500,000 in CDBG funding available for a new public-infrastructure project while reducing the amount potentially available for Housing Rehabilitation & Reconstruction.
The notices do not identify a specific neighborhood or construction project. They also do not provide enough implementation detail to determine how individual housing-rehabilitation applicants or Housing Stabilization Services users would be affected.
The practical issue for San Antonio residents is how federal dollars in the city’s adopted FY 2026/PY 2025 Action Plan and Budget may be redirected among housing rehabilitation, neighborhood infrastructure and stabilization services. The June 26 correction narrows the proposed transfer from up to $2 million to up to $500,000, but the city’s remaining August 6 references should not be read as confirmation that the corrected amendment requires a council vote.
