Milwaukee’s Revive townhouse pilot selects four teams for about 20 affordable homes

Milwaukee has selected four development teams for a city-backed pilot expected to produce about 20 affordable, owner-occupied attached homes on city-owned vacant lots.

The Department of City Development announced the selections on September 10, 2026, naming Community First, Moxie Development Collective, UniteWI and VIA CDC for the Revive Attached Housing Pilot. The decision moves the program into design and site-selection work, but it does not approve specific projects or guarantee that every proposed home will be built.

Four teams, several possible housing forms

The pilot may include townhouses, duplexes, rowhouses and other “missing middle” housing types that fit between detached houses and larger apartment buildings.

Community First is working with VERA Property Management and Engberg Anderson. Moxie Development Collective is working with Sean Meyers Architect. UniteWI is working with Emem Group and DreamBuilders, while VIA CDC is working with BMR Design Group.

The city has not assigned the teams to particular neighborhoods or lots. DCD said it is working with the developers to identify suitable city-owned parcels and advance the designs through the city approval process.

Homes aimed at households earning up to 80% of area median income

The program is designed for affordable homeownership. Homes created through the pilot are intended for income-eligible owner-occupants earning no more than 80% of area median income.

The city’s original request for qualifications required homes to be sold to eligible owner-occupants and called for deed restrictions requiring owner occupancy for at least five years. The RFQ also required buyers to receive eight hours of home-buying counseling from an approved nonprofit agency.

Those requirements do not mean sales listings or a buyer application process are available now. Final prices and buyer details will depend on the designs, construction costs, subsidies and program limits used when individual projects are approved.

Design subsidies and a separate construction-subsidy pool

Each selected team will receive a design subsidy of up to $25,000. The money is intended to support architectural and engineering work on housing models that can be adapted to standard Milwaukee lots.

The city has also identified $2.8 million for construction subsidies: $1.6 million from Milwaukee’s 2026 budget and $1.2 million from a federal PRO Housing grant. That pool is separate from the four design subsidies.

The construction subsidies are intended to help close the gap between development costs and prices affordable to households at the program’s income limits. The 2025 RFQ described development subsidies as case-by-case awards based on project budgets, financing, construction costs and expected sales prices.

Plan changed from the 2025 solicitation

The November 24, 2025 request for qualifications anticipated selecting three development teams to construct up to 25 housing units. The current plan calls for four teams and about 20 homes.

The figures describe different stages of the program rather than a contradiction in the documents. The original RFQ set an initial target, while the city’s September 2026 announcement reflects the current selection and funding expectations.

Common Council review is next

The four teams are expected to present their proposals to the Common Council later in fall 2026. Additional city approvals and project-specific agreements will be needed before individual developments can proceed.

For residents and prospective buyers, the practical takeaway is that Milwaukee has chosen the teams but has not yet announced confirmed addresses, final designs, sale prices, construction contracts, groundbreaking dates or a buyer application deadline.
