Europe’s Post-ISS Plans Advance With ESA Deals for Axiom and Starlab
The European Space Agency signed two separate cooperation documents in Paris on September 12, creating possible routes for European astronaut missions and microgravity research on commercial low-Earth-orbit stations after the International Space Station era.
ESA signed a memorandum of understanding with Axiom Space and a letter of intent with Starlab on the sidelines of the International Space Summit. Both are preparatory documents: They outline possible cooperation but do not finalize missions, award procurement contracts or guarantee funding from ESA member states.
Two commercial-station pathways
The Axiom memorandum covers potential astronaut missions aboard Axiom Station, possible ESA contributions to station infrastructure and utilization activities, the development of a user base for microgravity research, science-payload development and integration, and training and operational support.
ESA’s announcement also refers to the potential role of European transportation capabilities, including interest from international partners in an ongoing European cargo-vehicle project. Axiom’s separate statement, dated September 10, described possible cooperation involving research, training, infrastructure and future transportation services. Those remain areas for further exploration rather than committed missions or services.
The Starlab letter of intent sets preliminary terms for possible ESA astronaut missions, European operations and utilization infrastructure. It also lays the groundwork for possible reservations of payload volume and facilities in periods of 30, 60, 90 or 180 days.
Examples of potential research access listed in the document include glovebox facilities, cold and ambient storage, incubation facilities and plant-habitat use. The letter also refers to possible use of European cargo and future crew-transportation capabilities, but it does not establish a delivery schedule or binding service order.
What the agreements do not decide
Neither document announces a final mission date, procurement award, member-state funding decision or binding purchase commitment. ESA says future steps will be guided by decisions from its member states and by continuing technical, operational and commercial assessments.
That distinction matters for researchers, universities, aerospace suppliers and taxpayers. The agreements create planning channels through which European institutions could eventually reserve laboratory capacity, develop payloads, train astronauts or purchase transportation and cargo services. They do not yet establish when those services will be available or who will pay for specific missions.
Why ESA is planning beyond the ISS
ESA says it is preparing to preserve European access to low Earth orbit, astronaut flight opportunities and in-orbit science as planning advances for the period beyond the ISS. The agency is pursuing more than one prospective commercial-station option rather than relying on a single destination.
The approach fits a broader shift in how governments plan to use low Earth orbit. NASA’s commercial-stations program envisions commercially developed destinations from which the agency and other customers could purchase services, moving toward a more service-based model for access to orbital infrastructure.
For Europe, the practical question is whether commercial stations can provide dependable laboratory space and crew access at a cost and schedule ESA member states will accept. The next meaningful signals will be formal funding or procurement decisions, technical assessments, station-development milestones and any later mission agreements.
