Enid moves Thunderbird rezoning hearing to Oct. 27
Enid has moved the public hearing on three Project Thunderbird rezoning requests from Oct. 6 to a special City Commission meeting scheduled for Oct. 27 at 5 p.m. The hearing will be in the Grand Ballroom at the Stride Bank Center. The City said it changed the date to accommodate greater attendance and public comment.
The applications remain pending. The Metropolitan Area Planning Commission recommended approval on Sept. 28, but the City Commission has not decided the requests. They seek to change the North Campus and the western quarter of the West Campus from A zoning to I-3, and the southern eighth of the eastern quarter of the West Campus from A to I-2.
The rezoning requests would not themselves approve construction or operation of a data center. Intensive uses are subject to a separate review process.
Oklahoma Energy Today reported organized opposition as well as residents expressing support or mixed views, including discussion of potential economic benefits and concerns. Those accounts do not establish overall community opinion.
A separate hearing on Envision Enid
The rezoning hearing is distinct from a proposed amendment to Envision Enid, including the cityโs comprehensive plan and Future Land Use Plan and map. The Metropolitan Area Planning Commission is scheduled to hold a public hearing on that proposal Oct. 19 at 6 p.m.
The proposed map would designate the North Campus and western West Campus tracts for Major Industrial Production, and the eastern West Campus transition tract for Small Business Industrial. These are proposed future-land-use designations, not zoning changes. The amendment also covers other industrial areas, including properties associated with FORGE Industrial Park and TP&L.
The proposal addresses industrial-growth policies, development guidelines, compatibility and transitions, natural resources, water and utility capacity, infrastructure costs, and later review of intensive industrial development. The Cityโs notice says adopting the amendment would not itself rezone property, approve a particular intensive use, or authorize construction or operation. It also would not commit City utility capacity, public property or financing.
The notice says a motion to recommend the plan amendment passed 5-3 on Sept. 28, but the vote was mistakenly announced as having failed. The City is providing a new published notice and hearing before further action. The notice anticipates possible City Commission consideration of the planning commissionโs recommendation at 6:30 p.m. Oct. 20; that is not a confirmed decision. The Oct. 19 and Oct. 20 dates concern the plan amendment, not the three rezoning applications.
