Garland approves Chase zoning with 40 parking spaces

Garland City Council approved a zoning request for JPMorgan Chase’s property at 1000 West Centerville Road with 40 parking spaces, after an earlier motion proposing 30 spaces and 50% landscaping failed 3–5. The later motion passed unanimously at the council’s regular meeting on Oct. 5, 2026. At the same meeting, the council confirmed the city manager’s appointment of Scott Vornberg as police chief.

Two motions, different parking terms

Councilmember Luck moved the initial zoning motion, and Deputy Mayor Pro Tem Dutton seconded it. That motion proposed 30 parking spaces and required that 50% of the site be landscaped. It failed by a 3–5 vote.

During discussion of the failed motion, a council member questioned whether it would approve the request using standards outside the Garland Development Code. The mayor said he would vote against that motion and preferred the original concept. Those remarks were made as council considered the motion that failed; they were not stated terms or a stated rationale for the motion that later passed.

Councilmember Thomas then moved to approve the zoning request as presented with 40 parking spaces. The council approved that motion unanimously. The successful motion’s stated parking term was 40 spaces, not the 30 spaces and 50% landscaping proposed in the failed motion.

Vornberg’s appointment confirmed

The police-chief confirmation was a separate council action from the zoning decision. Vornberg had served as interim police chief; the City of Garland reported that he was sworn into the interim role on July 21, 2026, after appointment by the City Council. On Oct. 5, the council confirmed the city manager’s appointment of Vornberg as police chief.

The zoning vote does not establish that construction has started.
