Iowa sets separate 2027 Summit pipeline hearings
The Iowa Utilities Commission set separate hearings for Summit Carbon Solutions’ proposed pipeline segments in Ida and Floyd counties, denying the company’s request to combine the two cases. The Ida County hearing is scheduled for Feb. 23, 2027, and the Floyd County hearing for March 23. Both are scheduled in Des Moines.
The Oct. 8, 2026, scheduling decision sets dates for two Phase 2 permit proceedings. It does not decide whether either segment will receive a permit. The commission’s reported action also left open whether other Phase 2 cases could be combined later.
Separate schedules for two segments
The proposed Ida County segment is 2.98 miles long; the proposed Floyd County segment is 4.08 miles. Summit had sought hearing dates in mid-December 2026, earlier than the dates the commission set.
The two cases were discussed at a September scheduling conference. The proceedings were described as procedural, focused on setting a schedule rather than deciding the pipeline proposals’ merits. An Iowa Farm Bureau representative asked whether issues already decided in the original permit case would be reconsidered, saying that could affect how long the hearings take and what evidence is presented.
Landowners and environmental opponents argued that the commission should wait for the court dispute over the original permit to proceed further. Some also objected to the proposed timing, citing harvest, holidays and calving season, and asked that the hearings be held in the counties rather than Des Moines. Some nearby landowners said their requests to participate were denied because they did not own property in the counties containing the proposed segments.
Summit sought earlier dates and consolidation. The company argued that delay could harm the project and the interests of ethanol producers, farmers and landowners. Those were Summit’s stated concerns, not findings by the commission.
Original permit challenge returned to court
The Phase 2 proceedings are separate from the challenge to the commission’s conditional permit for Summit’s proposed 688-mile pipeline. That challenge, Polk County District Court case CVCV067849, is associated with IUC docket HLP-2021-0001 and was consolidated with five other Polk County cases.
The court remanded the case to the IUC to consider Summit’s request to amend its permit. The commission issued an order on remand on June 30, 2026, and its project page says the docket then returned to Polk County District Court. The order modified a permit condition concerning approval of the sequestration location and the route to that location. The return to court did not itself finally resolve the original permit challenge.
An IUC judicial-proceedings status page updated Sept. 8 described filings seeking stays and responses, and said no district-court hearing date had been set for either stay motion. A separate IUC update on Sept. 15 said no ruling had yet been made on the stay request as of that update. The scheduled 2027 hearings concern the two Phase 2 segments; they are not permit approvals or authorization to build either segment.
