Cedar Rapids advances manufacturing, housing and redevelopment projects
Cedar Rapids City Council advanced several development proposals between April 28 and June 9, including a Sub-Zero Group manufacturing expansion, redevelopment of the former Principal building downtown, new housing and a transportation and logistics facility on the southwest side.
The projects are at different stages. Council action moved them forward through tools that include development agreements, urban-renewal provisions and tax incentives, but the city’s council records do not establish final construction approval for every proposal.
Sub-Zero expansion proposed on 6th Street SW
The council considered a project term sheet involving Sub-Zero Group and Cedar Rapids Real Estate LLC for an expansion of a light-manufacturing facility at 10015 6th Street SW.
The proposal also involved an application for state incentives. A term sheet sets out proposed commitments by the parties; it is not the same as a completed expansion or a construction permit.
The city’s April 28 council meeting record does not state the expansion’s final investment amount or the number of jobs it would create. Those details remain important measures of the project’s eventual economic impact, but they were not included in that meeting discussion.
Housing projects include planned summer starts
Council records described two housing projects with construction expected to begin in 2026. One was scheduled to start in August, while another was scheduled to start in September.
One of the reported housing projects included a 15-year rebate covering 100% of increased taxes. The project was projected to generate approximately $725,000 in new taxes over that period, with about $600,000 rebated to the developer.
That arrangement would return most of the projected new tax revenue associated with the project to the developer during the 15-year period. The city’s use of tax incentives can help move development proposals forward, while limiting the amount of new revenue available for other purposes during the rebate period.
The scheduled construction dates are targets described in council records, not confirmation that work had begun. The projects must continue through their applicable development, agreement and approval steps.
Downtown and southwest-side projects
The development agenda also included redevelopment of the former Principal building downtown. The council’s actions placed the property among the projects being advanced through city development tools in 2026.
Caledonia Haulers proposed a transportation and logistics facility at 420-550 French Court SW. The proposed site adds a southwest-side industrial and commercial project to the council’s development agenda alongside the Sub-Zero expansion.
Together, the proposals cover several types of development: manufacturing capacity at 6th Street SW, housing with planned August and September construction starts, downtown building redevelopment and a logistics facility near French Court SW.
Why the decisions matter
The projects could affect Cedar Rapids through additional housing, industrial and commercial activity, and the reuse of a downtown building. They also show how the city is using agreements, urban-renewal tools and tax incentives to support projects at different stages.
For residents, the financial terms of the housing incentive are a concrete part of that tradeoff. About $600,000 of the approximately $725,000 in projected new taxes would be rebated to the developer over 15 years under the reported arrangement.
The city’s 2026 council process also included public hearings and infrastructure decisions connected to development and capital projects. The next stated milestones for the housing proposals are the expected August and September construction starts. The Sub-Zero proposal continues through its term-sheet and state-incentive process, while the downtown and logistics projects proceed through their respective development and approval steps.
