ICAO: Nearly 5 Billion Air Passengers in 2025 as Fatalities Rose Despite Fewer Accidents
The International Civil Aviation Organization said July 23, 2026, that airlines carried nearly 5 billion passengers in 2025 while recording fewer accidents than in the previous year. Total fatalities nevertheless increased, creating a divergence that ICAO described as a major challenge for global aviation safety.
The figures cover scheduled commercial air transport using airplanes with a maximum takeoff mass above 5,700 kilograms. ICAO released the analysis from Montrรฉal, Canada, as part of its assessment of safety priorities for international air transport.
The headline results point in two directions at once: accident frequency declined, but the number of people killed increased. That means a lower accident count did not translate into a lower total death toll during the year covered by the analysis.
Why the totals can move differently
ICAOโs warning centers on the consequences of rare but catastrophic aviation events. Most flights in the covered category do not result in accidents, but an uncommon event can produce a large number of fatalities. As a result, annual accident totals and annual fatality totals can change in opposite directions.
The figures also answer different questions from a safety rate calculated against the number of passengers, flights or another measure of exposure. Nearly 5 billion passengers traveled in 2025, but the reported topline comparison alone does not establish whether risk per passenger or per flight increased or decreased.
That distinction is important when interpreting the results. The increase in fatalities does not, by itself, establish that commercial aviation became broadly less safe. Nor does the decline in accidents demonstrate that the system has eliminated the possibility of a high-consequence event.
ICAOโs release does not identify the individual accidents responsible for the increase in fatalities. It presents the development as a systemwide safety concern rather than attributing the change to a named airline, aircraft type, country or technical cause.
A global safety priority
For airlines and civil-aviation regulators, the findings emphasize the need to prevent the rare events that can produce catastrophic loss of life. The challenge is not limited to reducing the number of accidents. It also involves limiting the severity of events that do occur.
The scale of air travel gives that goal a broad international significance. With nearly 5 billion passengers carried in one year, even a small number of severe accidents can affect the overall fatality total. ICAO says passenger and cargo growth requires safety and security initiatives to continue evolving within the global aviation system.
The data apply specifically to scheduled commercial air transport involving airplanes above the 5,700-kilogram maximum-takeoff-mass threshold. They therefore describe a defined segment of aviation rather than every flight, aircraft or type of air operation worldwide.
Zero fatalities remains the long-term goal
ICAOโs strategic plan for 2026โ2050 identifies zero fatalities from aviation accidents or incidents as a safety goal. That objective provides the longer-term framework for the July analysis.
The goal also explains why fewer accidents are not treated as sufficient progress on their own. A decline in accident frequency is a positive movement in the reported measure, but the rise in fatalities shows why regulators and operators must continue focusing on the most destructive possible outcomes.
For the public, the clearest conclusion is limited but consequential. Global scheduled commercial aviation carried nearly 5 billion passengers in 2025, and the number of accidents fell from the prior year. At the same time, total fatalities rose. ICAO is using that contrast to keep attention on preventing rare catastrophic events as the international air-transport system continues to operate at enormous scale.
