The filing matters because, under the city’s process, a claim is the formal step that usually comes before a lawsuit. Santa Ana says claims must be submitted to the City Clerk’s Office in person or by mail.
According to ABC7 and NBC Los Angeles, the family says officers used unjustified force and failed to de-escalate a mental-health crisis. Police say they responded to a family disturbance, were told a stabbing had occurred, and found the teen still armed with a knife.
The shooting is still under review by Santa Ana police Internal Affairs, the department’s homicide unit, and the Orange County District Attorney’s Office. For residents, the next key question is whether the family turns the claim into a lawsuit once the investigation is complete.
