Saratoga Springs Planning Commission sets July 16 hearing on Title 19 and Avative shelter
Planning Commission holds a July 16, 2026 (6 p.m.) public hearing in Saratoga Springs on Title 19 updates, Avative fiber shelter, and a Bonneville Drive extension.
Saratoga Springs residents who want to follow how zoning and infrastructure planning can shape future development have a public meeting to watch: the City of Saratoga Springs Planning Commission is scheduled to meet Thursday, July 16, 2026 at 6:00 p.m. in the Council Chambers, 319 S. Saratoga Road, Saratoga Springs, UT 84045.
The agenda includes two public hearingsโa citywide Title 19 land-use map/code update (Chapter 19.04) and a Site Plan Amendment for an Avative Fiber Shelter UCCU at 1364 N. Commerce Drive. The Commission will also discuss a Bonneville Drive Extension Preliminary Plat as a business item that is not open for public comment.
If you want to participate, the packet sets rules for general public input: 3 minutes per speaker (unused time canโt be reassigned) and no more than 15 minutes total for topics not listed as public hearings. The packet also notes that questions/comments to staff and/or commissioners may be submitted by email.

Public hearing #1: Title 19 (Chapter 19.04) citywide code/map update
In this legislative public hearing, the City is proposing amendments to Chapter 19.04โEstablishment of Land Use Zones and Official Mapโincluding changes aimed at:
- Minimum lot-size rules: updating the R1-40 and R1-20 residential zoning districtsโ minimum lot sizes to match the minimum lot sizes outlined in each districtโs own definitions.
- Mixed-Use arterial setback: proposing an arterial street setback for the Mixed-Use Zoning district. The packet language describes it as: 105โฒ off the arterial roadway centerline, or (if applicable) 15โฒ from the back of the 30โฒ trail corridorโwhichever is greater.
What this means for residents: this is a code/map update under a Planning Commission public-hearing process, so any action taken at this meeting is part of the recommendation pathwayโnot a final approval of any ordinance by itself.
Public hearing #2: Avative Fiber shelter site-plan amendment at 1364 N. Commerce Drive
The second public hearing is for a Major Site Plan Amendment related to Avative Fiber Shelter UCCU at 1364 N Commerce Drive (Lot 4 of the Saratoga Crossroads Subdivision). Staff describes the request as an:
- Unmanned 12โ x 12โ telecommunication shelter
- Placed on the east side of the property in an existing landscaped area
According to the staff report, the use is a Private Utility Building with no intended occupancy, and it is described as exempt from minimum lot size, lot width, lot frontage, lot coverage, building size, and landscaping requirements. The packet also notes the shelter has minimal architectural design standards.
What the Planning Commission could do: in its recommendation role, the Commission can consider a positive recommendation (with or without conditions), a negative recommendation, or a continuance. The staff reportโs conditions framework references meeting City Engineer and Fire Chief requirements and correcting remaining โredlinesโ before construction drawings are approved by staff.
Business item: Bonneville Drive extension preliminary plat
The Commission will also discuss a Bonneville Drive Extension Preliminary Plat as a business item located at Bonneville Drive north of Hallmark Drive. Staffโs report describes it as extending Bonneville Drive between the Hallmark Drive intersection and the Cityโs border with Eagle Mountain.
The packet notes Bonneville Drive is identified on the Cityโs Transportation Master Plan as a Collector Road, and that the preliminary plat is described as consistent with that plan. Because this is a business item, it is listed as without public comment on the agenda; the City Council is positioned to make the final decision after the Commissionโs recommendation/discussion process.
After July 16: follow the next steps in the recommendation process
