President Donald Trump is still pressing Congress to move the SAVE America Act, but the bill remains introduced in the House and Senate Republicans say they do not have the votes. For now, federal election rules are unchanged.
The bill, H.R. 7296, was introduced in the House on Jan. 30 and referred the same day to the House Administration Committee, according to Congress.gov. It has not advanced further.
What the bill would do
The text would require documentary proof of U.S. citizenship to register for federal elections and photo identification to vote in person. For absentee voting, it would require a copy of the ID with both the ballot request and the returned ballot.
It would also require states to use federal verification tools, including the Department of Homeland Security’s SAVE system, and to keep taking steps to identify and remove noncitizens from voter rolls. Supporters call it an election-integrity measure; critics say it would make registration and voting harder for some eligible voters.
How the fight escalated in late June
On June 24, Reuters reported that Trump canceled a planned signing ceremony for a bipartisan housing bill to pressure Republicans on the SAVE America Act. Reuters also reported that Senate Republican leaders told Trump the votes were not there.
On June 29, Reuters reported that Trump again brushed off the housing bill and renewed his push for voting restrictions. On June 30, Reuters reported that House hardliners blocked a defense-policy bill because leaders would not attach the SAVE America Act, and that House leaders were also considering adding pieces of the voting bill to a separate budget bill.
Why it matters
The immediate impact is procedural, not regulatory. Nothing has changed for voters today. But the standoff is now affecting House floor action and could spill into other must-pass bills before the July 4 recess.
What to watch next
The next question is whether House leaders keep trying to attach the bill to moving legislation or whether Senate Republicans continue to say the votes are not there for a stand-alone vote.
