54-unit housing proposal moves into Mount Kisco’s Downtown Overlay District
Mount Kisco’s Planning Board began reviewing a proposed 54-unit market-rate apartment building at 47 Dakin Ave. during its July 14, 2026, meeting. The project is described as the first development proposal brought forward under the village’s Downtown Overlay District, but it remains a proposal—not an approved development.
The application has not received site-plan approval or the required wetland permit. The Planning Board’s continuing review is focused in part on parking, traffic circulation, drainage, wetlands, pedestrian access, lighting and projected school-age children.
Six vacant structures would be replaced
Applicant 47 Dakin Owner LLC proposes removing six vacant, deteriorating structures on a parcel of roughly half an acre and replacing them with an approximately three-and-a-half-story rental building.
The proposed unit mix includes six studios, 25 one-bedroom apartments, 18 two-bedroom apartments and five three-bedroom apartments. Plans also identify a courtyard, civic space, gym and landscaped rooftop terrace with barbecue areas. Those features remain part of the pending proposal.
Parking gap is the main unresolved issue
The plans call for 49 on-site parking spaces and four additional spaces proposed along Dakin Avenue, for 53 spaces in all. The applicant’s zoning calculation identifies 79 required spaces.
Mount Kisco’s zoning code sets a multifamily parking standard of one space per dwelling unit plus 0.25 space per bedroom in the Downtown Overlay District. The applicant has discussed a possible payment-in-lieu-of-parking arrangement to address the difference, but the village has not approved or finalized such an arrangement.
The unresolved parking question could affect how future residents use nearby on-street spaces or municipal lots, although the final effect cannot be determined while the application is under review. Village traffic consultant Elaine Du recommended parking surveys, an examination of municipal-lot capacity and review of possible overnight-parking rules.
Traffic, sidewalks and drainage remain under review
The applicant’s traffic consultant concluded that the proposal would not create a significant adverse traffic or parking impact. The applicant also proposed making Dakin Avenue two-way along its full length and widening the road to improve circulation.
Those are not final municipal findings or approved street changes. The Planning Board and its consultants are continuing to examine vehicle circulation, pedestrian access, lighting, drainage, wetlands, watercourses and steep slopes. Revised details are also expected for proposed access and site operations.
Mount Kisco’s Downtown Overlay District provides optional zoning standards intended to support downtown-oriented development and stronger relationships among buildings, streets and pedestrian connections. The pending 47 Dakin Avenue application is the first project the village has considered under that framework, according to the supplied local reporting.
School projection also drew questions
The applicant’s materials projected that the building would produce between two and eight additional school-age children for the Bedford Central School District. Planning Board members questioned the estimate and requested continued review; it should not be treated as a final enrollment projection.
47 Dakin Owner LLC is expected to return with responses to the board’s initial comments. Further Planning Board review will determine whether the proposal can satisfy applicable site-plan, wetland, parking, traffic and environmental requirements.
