Benbrook Approves $150,000 Storm-Sewer Inspection Project for Lakeside and Westpark

Benbrook City Council unanimously approved a $150,000 professional-services agreement July 16 with Freese and Nichols, Inc. to inspect approximately 50,000 linear feet of storm-sewer pipe in the Benbrook Lakeside and Westpark subdivisions.

The project is an inspection and asset-documentation effort. It is intended to help the city identify and plan future maintenance needs, not to authorize immediate repairs or establish a construction schedule.

Inspection areas include two Benbrook subdivisions

According to the city council minutes and the related staff memorandum, the Benbrook Lakeside inspection area is bounded by Winscott Road to the east and south, Benbrook Boulevard to the west, and Interstate 20 to the north.

The Westpark area is bounded by Benbrook Boulevard to the east, RM 2871 to the south, the city limits to the west, and Interstate 20 to the north.

Freese and Nichols will use closed-circuit television, or CCTV, to examine the storm-sewer pipes. The company will analyze the video for deficiencies, integrate the results into Benbrook’s Geographic Information System, and prepare a final report summarizing findings and recommended maintenance actions.

About 8% of the system has been inspected

Benbrook maintains approximately 275,000 linear feet of underground storm-sewer pipe. City records say approximately 22,000 feet, or 8%, had been inspected before the newly approved work.

Those inspections found the portions reviewed so far to be generally in good condition, with minor localized issues such as separating pipe joints and third-party utility bores through storm-sewer pipes. The city said none of the identified deficiencies required immediate repair and that they could be addressed through future maintenance projects.

Those findings apply only to the sections inspected to date, not to the entire storm-sewer system. The city plans to continue CCTV assessments until the full system has been televised.

Stormwater utility will fund the work

The council record says the project will be funded through Benbrook’s Stormwater Utility Fund. The city’s stormwater utility page says the fund supports stormwater-related maintenance, repair and construction through a dedicated utility fee.

Benbrook’s current residential stormwater fee is $6.50 per month, according to the city’s utility-fee page. The July 16 approval records do not announce a fee increase or a new one-time charge.

For residents in Benbrook Lakeside and Westpark, the immediate practical effect is that their neighborhoods are identified for this phase of inspection. Any future repairs will depend on what the new assessment finds and on separate city maintenance decisions.
