Bloomington Planning Commission sets Aug. 26 data-center forum

Bloomington’s Planning Commission is scheduled to hold a public forum on hyperscale data centers at 5 p.m. Wednesday, Aug. 26, at the Bloomington Center for the Performing Arts.

The meeting will move the city’s discussion of large data centers into a formal planning process. Residents are expected to hear multiple viewpoints and follow the city’s work on possible regulations for facilities designed to use 5 megawatts or more of energy.

Panel planned, lineup not yet announced

City Manager Jeff Jurgens said a panel would address the Planning Commission and the community during the Aug. 26 meeting.

Jurgens described the panel as including people with different viewpoints, experiences and perspectives. The city had not identified the participants in the reporting that announced the meeting, so the lineup should not be considered final.

Bloomington’s Data Center Information Hub contains city-maintained public-process materials and related resources. Residents should also check the city’s Planning Commission agendas and packets page for the final agenda, venue details, participation instructions and any panel information before attending.

Moratorium pauses qualifying proposals

Bloomington is in a six-month moratorium on qualifying data-center proposals. The city’s current planning process is focused on facilities designed to use 5 megawatts or more of energy.

The moratorium is temporary. It is not a permanent ban, and the Aug. 26 forum is not a vote to approve or reject a data-center project.

Officials are also examining the legal question of whether the city could prohibit data centers outright. That question remains under review.

Public hearings planned for October and November

Bloomington’s next reported milestones are public hearings on draft regulations scheduled for Oct. 1 and Nov. 5, 2026. Those hearings would give residents later opportunities to review and comment on proposed rules.

Questions about zoning, electricity demand, water use and environmental effects may shape the discussion. They remain issues for the city’s planning and regulatory process; the city has not established impacts from a specific Bloomington data-center facility through this process.

For residents, the immediate date is Aug. 26 at the BCPA. Bloomington is gathering information before deciding what rules, if any, should govern qualifying data centers. The city has not adopted final regulations or made a final decision to ban the facilities.
