Boothbay Harbor board begins public review of East Side Park waterfront plan after court-directed approval dispute
The Boothbay Harbor Planning Board has begun its first public merit review of an amended site plan for East Side Park, a waterfront redevelopment proposal that remains under review and does not have established final construction authorization in the reviewed sources.
The board held the hearing July 8, 2026, at the Boothbay Harbor Town Office. About 60 residents attended, according to the Boothbay Register. The hearing concerned an amended application submitted by Boothbay Harbor Waterfront Preservation for the East Side Park site plan.
Application found complete
At the hearing, the Planning Board unanimously deemed the amended application complete. That decision followed the submission of materials the board had required: a 2020 consultant letter and a printed version of Plan L4. Both conditions were subsequently met.
The completeness vote allows the application to proceed through the board’s public merit-review process. It is a procedural step, not a finding that construction is authorized or that the project has received final approval.
The board also adopted a 26-page script to guide the proceedings. The applicant and an abutter’s counsel agreed to use the script as the hearing moved forward.
Court background
The review follows a Dec. 5, 2025 instruction from Maine Superior Court concerning how the Boothbay Harbor Board of Appeals handled the project’s shoreland-zoning application. The report says the court instructed the Board of Appeals to uphold the Planning Board’s approval of that application.
That court action is part of the project’s procedural background. The reviewed report does not describe it as a ruling on every merit of the waterfront proposal.
Public review continues
Residents and abutters remain involved as the amended East Side Park application moves through public review. The Town of Boothbay Harbor’s planning agendas list active Planning Board consideration of the matter, including an updated July 2 agenda and a July 8 agenda.
The reviewed sources do not state the final outcome of the amended site-plan review. They also do not establish a construction timetable or any final conditions. For residents, abutters and others following the harborfront proposal, the immediate development is that the application has cleared the board’s completeness check and entered substantive public review—not that construction has begun.
