Briarcliff Manor environmental review advances 110-townhome Renaissance project

Environmental review has advanced for a proposed planned-unit development at 235 Elm Road in Briarcliff Manor that would include 110 townhomes, five detached homes and a range of shared amenities and infrastructure.

The New York State Department of Environmental Conservation published the Renaissance Briarcliff Manor notice on June 24, 2026. The proposal would create a downtown-adjacent planned-unit-development district at the Elm Road site. It depends on adoption of Local Law No. 3 of 2026, which would establish and map that district.

What the Renaissance proposal includes

The residential plan calls for 110 townhomes and five single-family detached homes along Tuttle Road. Together, the proposal describes 115 homes, although the project remains a proposal rather than an established completed or operating development.

Plans also include a clubhouse and pool, a publicly accessible walking trail and open space. Supporting elements would include roads, parking, landscaping, stormwater infrastructure and utilities.

If approved and built, the development would materially change the amount and type of housing in this part of Briarcliff Manor. It could also affect local traffic, stormwater management, utility demand and access to open space. Those are among the practical issues raised by the scale and layout of the proposed project.

The environmental-review notice does not establish that Renaissance Briarcliff Manor has received final approval or begun construction. It also does not provide a total project cost or construction schedule.

A separate Fieldwood proposal

A second NYSDEC notice published June 24 describes a separate proposal connected to Briarcliff Manor review. Called Fieldwood, it involves approximately 214 acres and would include an 18-hole private golf club, associated amenities and 75 single-family homes.

Fieldwood is not the same project as the Renaissance proposal. The Fieldwood notice scheduled a public scoping session for July 20, 2026, at 7:30 p.m. at One Town Hall Plaza in Valhalla.

Public scoping is part of the environmental-review process for the Fieldwood proposal. The notice does not establish final approval or construction of that development.

Taken together, the two notices identify two major development proposals moving through environmental review connected to Briarcliff Manor. Renaissance is centered on a 235 Elm Road planned-unit-development district, while Fieldwood involves a separate large-acreage proposal with housing, a golf course and related amenities. Neither notice establishes that either project is approved, funded or under construction.
