Collierville Burch Library and Civic Center groundbreaking scheduled for Aug. 12

Collierville has scheduled a public groundbreaking celebration for the Burch Library and civic center project on Wednesday, Aug. 12, at 501 Poplar View Parkway, with a reception to follow.

The event marks a public milestone for a project that combines an expansion and renovation of the Lucius E. and Elsie C. Burch Jr. Library with a larger meeting and event space. It does not establish that construction is complete, that every planned feature has begun, or that a final contractor and construction schedule have been publicly confirmed.

What the project is designed to add

Town materials describe a 20,000-square-foot addition connected to renovations of existing Burch Library areas. The plan includes a flexible meeting and event space capable of accommodating up to 300 people and designed to divide into three rooms.

The broader concept includes additional community rooms, expanded children’s and teen areas, new staff offices, expanded parking and the potential development of outdoor learning spaces. The Town says the project is intended to address community growth and provide flexible space for civic functions, library programs, events and private rentals.

For residents, the planned changes could provide more room for public meetings, educational programs, community gatherings and library activities. Future rental availability and rates, construction impacts, service changes and any temporary effects on library access or programming have not been established in the current records reviewed for this report.

How the project figures differ

The Town’s FY 2025-2026 Capital Investment Program lists $3.38 million in FY 2026 funding for the Library Expansion. The same document shows $5.2662 million in prior appropriations and total CIP funding of $8.6462 million, all identified as General Fund support. The $3.38 million figure is the FY 2026 allocation, not the full cost estimate described in the earlier project materials.

A Town project description posted in August 2025 estimated the combined expansion and renovation at $12,259,830: $10,797,820 for expansion and $1,462,010 for renovation. That description also said additional funding would be sought through community support and fundraising. The available records do not establish that the broader financing package has been finalized.

The capital program also says the project could affect future operating budgets through additional personnel, maintenance and utilities. It does not provide final operating costs.

Procurement and next steps

The Town has a formal Library Expansion procurement record, and The Daily Memphian reported in March that Collierville was moving toward the contractor-procurement stage after more than $1 million in architecture, design and engineering spending. Those records do not, by themselves, confirm a final contractor award or a completed construction schedule.

After the groundbreaking, residents will be watching for the selected contractor, a final project cost, construction milestones and notices about library services, access, parking or programming. The Town’s capital program lists a construction period extending through June 2026, but the scheduled August 2026 groundbreaking means residents should look for updated project timing rather than assume that older schedule is still controlling.
