Council Bluffs residents begin shaping the city’s 2050 growth plan
Council Bluffs has begun gathering public priorities for a long-range plan, but residents, workers and business owners still have time to influence what the city’s next 25 years could look like.
The July 28 Elevate CB 2050 community workshop was part of the public vision-setting process for the city’s 2050 Comprehensive Plan and Downtown Master Plan. The city has not adopted either plan, and no individual housing, zoning, transportation or infrastructure project has been approved through the process.
What the plans could influence
The comprehensive plan is intended to guide future growth, investment and development in Council Bluffs. City planning materials identify land use, housing, public infrastructure and utilities, transportation, economic development, fiscal sustainability, capital improvements and budget integration as areas for public input.
The Downtown Master Plan separately addresses parking, business development, mixed-use housing, historic preservation, arts and culture, mobility, accessibility, sustainability and downtown livability.
That makes the process relevant beyond city planners. Priorities developed through it could help inform later decisions about where the city directs services, infrastructure upgrades, capital spending and development attention. They would not, by themselves, replace ordinances, budgets, project approvals or other formal city actions.
Ways to participate now
As of August 4, the city lists several ways to contribute without attending a meeting. Residents can complete the Community Vision Survey, respond to the Downtown Council Bluffs Survey, place comments on an interactive map and sign up for project updates.
The map allows participants to identify specific places where they see opportunities or challenges. That can give city staff location-based feedback on neighborhoods, streets, downtown spaces, utilities or other parts of Council Bluffs, although participation does not guarantee a particular result.
Next workshop is August 25
The next listed in-person opportunity is the Downtown Workshop, scheduled for Tuesday, August 25, 2026, from 5 to 7 p.m. at the Council Bluffs Public Library’s Meeting Room B.
The city describes the workshops as hands-on opportunities to gather ideas, explore possibilities and help set a future vision. The July 28 session was promoted as a chance to share ideas and discuss priorities for Council Bluffs’ long-term growth and development.
Formal review is expected in 2027
The city’s posted timeline places the vision and goal-setting phase in May through September 2026. Strategy and scenario work is expected from September through December 2026, when different approaches to growth and investment will be explored.
Plan development, public review and possible action by the Planning Commission and City Council are expected from January through April 2027. The city says draft plans will be reviewed and refined with public input before possible adoption by those bodies.
For now, Elevate CB 2050 remains a public planning process—not an adopted policy document. The choices residents make in surveys, mapping comments and workshops can help define the goals city officials later evaluate, while formal decisions will still require the city’s regular review and approval processes.
