Decatur City Council approved $37,500 for a feasibility study of a proposed tax-increment-financing (TIF) redevelopment effort around Pershing Road and 22nd Street at its October 19, 2026, meeting. WAND reported the action; the cityโs calendar also lists a council meeting that day.
What did the council approve? Funding to assess whether the proposed effort is feasibleโnot a TIF district, construction or a redevelopment project. The vote also does not commit the city to future project subsidies.
The distinction matters because TIF is a financing tool, not a project approval. The City of Decatur describes TIF as using increases in property-tax revenue tied to rising property values within a designated district to pay certain redevelopment costs. A feasibility study is an earlier step: it considers whether the city should pursue the approach, while any district or redevelopment plan would require further action.
The study precedes public review and another vote
WAND reported that the study is expected to take about six months. Afterward, the anticipated sequence is public meetings, a joint review board meeting and a return to City Council for another vote on whether the proposal is feasible to implement. The six-month estimate is for the study phase; the later steps are not described as having set dates.
For businesses and buildings near Pershing Road and 22nd Street, the immediate development is an evaluation of a possible financing approach, not a decision to include particular properties in a district. WANDโs account identifies the area of interest but does not establish final boundaries or name specific properties, owners or residents that would be included.
Economic and Community Development Director Lacie Elzy presented the study as a way to assess feasibility and described TIF as a redevelopment incentive. Councilman Patrick McDaniel supported the effort, citing incentives sought by developers. The next substantive decision is whether to proceed after the study and public-review stepsโnot whether to begin a project under the October 19 vote.
