DOE Order 202-26-35 for PJM grid reliability: what to watch (July 14–21)
The U.S. Department of Energy has issued an emergency reliability order for the PJM Interconnection region ahead of a July heat peak—placing time-limited operational expectations on PJM to reduce blackout risk.
Under DOE Order No. 202-26-35, the order is effective July 14, 2026 at 11:59 PM EDT and expires July 21, 2026 at 11:59 PM EDT, as described by DOE. The order is issued under the Federal Power Act emergency framework when DOE determines an emergency exists because of sudden demand increases and/or shortages of generation or transmission capability.
What DOE ordered PJM to do
DOE’s order directs PJM to dispatch specified generating units and operate them to maintain reliability during the covered window. The intent is to increase the amount of available power to meet expected peak conditions in the PJM region during the hot-weather period.
What “backup generation” means here
A key part of DOE’s action is authority for PJM to use backup generation as a last resort. DOE describes this as usable before—or during—Energy Emergency Alert (EEA) Level 3 conditions, depending on how reliability conditions evolve.
