Mayor Donald Shaw reportedly cast the deciding vote after a 3-3 tie on a measure concerning Lucky Budsโ cannabis-manufacturing operation at a Roselle Borough Council workshop on Oct. 14, 2026. Union County Life and Pot Shop News reported the tie-breaking vote.
Union County Life published its account on Oct. 20 and attributed it to a borough post dated Oct. 16. The report does not identify the precise municipal instrument or spell out its terms. It says Council President Cindy Thomas, Councilwoman-at-Large Cynthia Johnson and Councilwoman Rosetta McCamery opposed the measure. The outlet also reported that McCamery raised concerns about recreational cannabis and youth access.
The state decision sets separate conditions for Oxford
A separate April 30 decision by the New Jersey Cannabis Regulatory Commission conditionally approved Lucky Budsโ application to move its adult-use license from 244 W. 1st Ave. in Roselle to 15 Oramโs Lane in Oxford. The decision required a $10,000 fee and other materials before the location change could take effect. It also barred dispensing in Oxford until required inspections were complete and the commission issued an amended license authorizing operations.
That distinction matters: a conditional location-change approval is not permission to dispense at the proposed site. The commissionโs published business directory lists Lucky Buds as a manufacturer in Roselle and displays 2027, but the listing does not establish whether the Oxford conditions were met or the move took effect.
So, does the reported Roselle vote mean Lucky Buds can dispense in Oxford? No. The reported local measure and the commissionโs state-level conditions are separate actions, and the commissionโs decision makes inspections and an amended license prerequisites for dispensing at the Oxford location.
