Fairfield Offers $400,000 for Affordable Housing Rehabilitation
Fairfield is offering approximately $400,000 in Community Development Block Grant funding to rehabilitate existing affordable multifamily housing in the city, giving eligible applicants until Sept. 4, 2026, to submit proposals.
The City of Fairfield posted its Notice of Funding Availability on July 22, 2026. The opportunity is aimed at preserving affordable housing that already exists, rather than financing new construction. The notice also excludes property acquisition.
Applications must be submitted electronically by 5 p.m. on Sept. 4. Any rehabilitation funded through the program must be completed by June 30, 2027.
Properties and applicants that qualify
The funding is limited to affordable multifamily housing located in Fairfield. To qualify, at least 51% of the units in a property must be designated for households earning no more than 80% of the area median income.
Projects must address the condition of existing properties and bring them into compliance with applicable building requirements and health-and-safety standards. That requirement makes the program relevant to properties where physical improvements are needed to maintain safe, code-compliant housing while preserving its affordable designation.
Nonprofit organizations, for-profit affordable-housing developers, public entities and property owners may apply. The range of eligible applicants allows both private and public housing stakeholders to propose rehabilitation work, provided their projects meet the program’s requirements.
How Fairfield will evaluate proposals
Applications must receive at least 75 points to be considered. The city’s evaluation system provides up to 35 points for the applicant’s experience, 30 points for financial feasibility, 25 points for the project’s scope and readiness, and 10 points for tenant and community benefits.
Experience is the largest category in the scoring system, followed by financial feasibility. The remaining points focus on whether the proposed work is sufficiently developed and ready to proceed, as well as the expected benefits for residents and the surrounding community.
Applicants therefore must present more than a list of needed repairs. Their proposals must show that the project can be carried out financially, that the applicant has relevant experience, and that the work is ready enough to meet the city’s evaluation standards.
What happens next
The immediate next step is the application deadline at 5 p.m. on Sept. 4, 2026. Proposals that clear the city’s minimum scoring threshold can then move forward for consideration under the funding opportunity.
The city has not identified selected properties or award recipients because applications are still pending. The eventual number of rehabilitation projects and housing units affected is also not yet known.
For Fairfield, the program directs a limited pool of federal community-development funds toward maintaining the city’s existing affordable housing inventory. It does not add housing through construction. Instead, it is structured to support improvements at qualifying multifamily properties and help keep those homes in compliance with building and health-and-safety requirements.
Property owners and other eligible applicants considering the opportunity face two clear dates: Sept. 4 for electronic applications and June 30, 2027, for completion of funded rehabilitation work.
