Flemington’s $1.39 Million Emergency Operations Center Request Advances in House Funding Bills

Flemington’s proposed Emergency Operations Center has moved beyond local authorization, but it has not yet become a federal award. Rep. Thomas Kean Jr. said July 23, 2026, that the Borough of Flemington’s $1,387,500 request was included in House funding bills for the upcoming fiscal year.

Kean’s announcement said 18 Community Project Funding requests totaling $17,765,906 were included in House funding bills for New Jersey’s 7th Congressional District. His office identified passage of those bills by the House as the next step.

House bill inclusion is not final funding

For Flemington, the development means the request has advanced in the House appropriations process. It does not mean that $1,387,500 has been approved, awarded, obligated or made available to the borough.

The bills still must pass the House, receive Senate action or otherwise reach agreement between the chambers, and be enacted. Any subsequent federal award and implementation requirements would also have to be completed before the borough could proceed with federally supported work.

Project would replace lost emergency-management space

The official House project record identifies the Borough of Flemington, 38 Park Avenue, Hunterdon County, as the recipient. It places the request under the Homeland funding area.

According to that record, the proposed facility would provide a modern Emergency Operations Center for the borough’s Office of Emergency Management. Historically, the front section of the former police station housed the borough’s OEM Emergency Operations Center. The project record says the OEM evacuated that space after a roof failure.

The borough temporarily relocated operations to the basement of Borough Hall. The House project description says that location is not suitable for emergency operations because it is flood-prone and has experienced flooding during periods of heavy rain and storms.

Those conditions are the stated justification for the federal request. The current House action does not establish that construction has begun, that final design work is complete or that a completion date has been set.

Borough authorization came in March

The local groundwork dates to the Flemington Mayor and Common Council’s March 9, 2026, meeting. Resolution 2026-57 authorized the Office of Emergency Management and the Flemington Borough Police Department to pursue funding through the FY2027 Community Project Funding program for New Jersey’s 7th Congressional District.

That resolution allowed the borough to seek federal support. Kean’s July 23 announcement marks a later step: inclusion of the House request in proposed funding legislation.

A separate Senate request is also pending

Sen. Cory Booker’s April 16, 2026, Homeland Security Congressionally Directed Spending disclosure lists a separate $1.8 million request for the Borough of Flemington to construct an Emergency Operations Center.

The two figures should not be combined into a $3,187,500 award. They are separate House and Senate requests in the FY2027 congressional funding process, and neither record establishes that the money has been finally approved or awarded.

What residents should watch

The practical effect in Flemington remains prospective. A completed EOC could give local emergency-management, police and other response officials a more suitable place to coordinate during storms and other emergencies, but no immediate change in services or construction schedule has been established.

The next relevant records are House action on the funding bills, Senate action or a negotiated agreement, final appropriations language, and any federal award or borough implementation documents that follow.
