Flemington’s 123-Unit Liberty Village Redevelopment Enters New Jersey Permitting-Dashboard Pilot

New Jersey has selected the HBC Liberty Village Urban Renewal project in Flemington as one of 10 projects in a statewide permitting-dashboard pilot designed to improve transparency and reduce delays in the approval process.

The governor’s office announced the pilot and the first project selections on June 18, 2026. The Flemington project is described as a 123-unit redevelopment at Liberty Village, including 19 affordable housing units. Its plan also includes retail renovation and flood-mitigation improvements.

The project’s stated housing component totals 123 units, with 19 designated as affordable. The proposal also calls for changes to retail space and work intended to address flooding. Those elements could affect housing supply, commercial space and stormwater concerns in the Liberty Village area.

The project’s inclusion in the dashboard pilot does not by itself mean construction has started or that all development approvals have been granted. It identifies the redevelopment for participation in a state effort focused on tracking and improving the permitting process.
