Flower Mound arts center will not go on November bond ballot
The proposed River Walk arts center will not move forward to Flower Mound voters through the November 2026 bond election, based on direction given by the Flower Mound Town Council at a July 20 work session.
The decision changes the project’s near-term path for public approval and financing. It does not represent a formal ballot-resolution vote, and the town’s official project information does not describe the arts center as canceled.
The project remains in planning. The town has not identified a final project cost, a replacement financing source or another election date for the proposal.
What council discussed
The July 20 session focused on next steps for the proposed facility, including whether it should be placed on the November 2026 bond-election ballot. Council feedback was not to place the project on that ballot.
That wording is important because the meeting was a work session. The available town information characterizes the outcome as council direction or feedback rather than final legislative action through a formal ballot resolution.
The council’s direction also followed an earlier work session on July 6. That meeting reviewed the proposed facility program and business plan. The town has been conducting pre-design work as it develops the project.
Project is still in pre-design
The proposed arts center is planned for 3.67 acres of town-owned land within Flower Mound’s River Walk development. The site and the project’s early planning work remain part of the town’s official arts-center information.
Because the project is still in pre-design and business-plan work, the ballot decision does not provide a final construction price or establish how the facility would be financed. The town’s published project information does not identify either a final cost or a replacement funding source.
For residents, the immediate change is the absence of a November bond-election question for the proposed arts center. The project’s longer-term status remains unresolved in the available information. Continued planning is the next identified step, not a construction start or a new financing commitment.
Budget timeline continues
The town is also moving through its broader fiscal schedule for the proposed fiscal year 2026-27 budget. Flower Mound said the proposed budget was being compiled for publication in August.
Tax-rate public hearings were scheduled for August and September, with budget adoption planned for September. The fiscal year 2026-27 budget is scheduled to take effect Oct. 1, 2026.
The town’s budget information describes a focus on maintaining existing service levels rather than expanding services. Those dates give residents the next known public timeline for following town budget and tax-rate decisions, but they do not create a replacement financing plan for the arts center.
What happens next
The proposed arts center is expected to remain in design and business-plan work after the council’s July 20 direction. The approved project information does not provide a new funding mechanism, a final price or a new ballot date.
The next specific dates identified by the town are the August and September tax-rate hearings, September budget adoption and the scheduled Oct. 1 start of the 2026-27 fiscal year. Those proceedings concern the town’s broader budget and tax rate, while the arts center’s future financing and public-approval path remains to be determined.
