Franklinโs municipal aggregation program will automatically enroll eligible basic-service electricity customers who receive the townโs notice unless they opt out by Aug. 19, 2026. The townโs standard program rate is $0.15 per kilowatt-hour.
The notice, posted on the Town of Franklinโs official website, applies to eligible consumers who received the notification. It does not mean that every electricity customer in Franklin will automatically be enrolled.
What customers need to know
Customers who do not want to participate must opt out by the stated deadline. Those who take no action by Aug. 19 are scheduled for automatic enrollment under the townโs standard program rate.
The program concerns the electricity supply portion of a customerโs service. It is separate from Franklinโs property-tax system and does not change how the townโs property taxes are administered.
The standard rate identified in the notice is $0.15 per kilowatt-hour. For a customer using 500 kilowatt-hours in a billing period, that supply rate would represent $75 before any other charges are applied. That calculation describes the stated supply rate only; it is not a projection of a customerโs total electric bill.
The townโs notice does not state how the program rate compares with each customerโs current electricity supply rate. As a result, the announcement alone does not establish whether participation would lower or raise an individual customerโs bill.
Who is affected
The automatic-enrollment provision is directed at eligible basic-service consumers who receive the townโs notification. Customers who do not receive the notice are not identified in the announcement as being subject to the same automatic-enrollment instruction.
For recipients, the immediate choice is whether to remain in the municipal aggregation program at the $0.15-per-kilowatt-hour standard rate or opt out before Aug. 19, 2026. Customers should use the instructions in the townโs notice to make that election.
Municipal aggregation gives the townโs program a role in arranging electricity supply for eligible customers. The notice identifies the rate, the customer group covered by the automatic-enrollment provision and the opt-out date.
The announcement does not identify the programโs enrollment size or contract term. Its immediate practical effect is the deadline: eligible notified customers who want to remain outside the program must act by Aug. 19, 2026.
