Hoffman Estates Residents Can Comment on CDBG Plan Through Aug. 3
Hoffman Estates, IL, residents can comment through August 3 on a draft federal CDBG plan covering home repairs, infrastructure and services.
Hoffman Estates residents have until August 3, 2026, to comment on the villageโs draft 2026-27 Community Development Block Grant Annual Action Plan, a yearly document that outlines intended uses for federal housing and community-development funds.
The plan covers the federal program year from October 1, 2026, through September 30, 2027. It remains a draft and should not be read as proof that every listed activity has been approved, fully funded or completed.
What the plan could support
The village says CDBG funds may support affordable housing, infrastructure improvements, supportive services and other community-development programs that benefit low- and moderate-income residents or qualifying areas.
Examples of local activities include zero-interest deferred loans of up to $25,000 for income-eligible single-family home repairs involving code, safety or weatherization issues. CDBG funding also supports street and infrastructure work in qualifying low- to moderate-income neighborhoods.
Federal rules allow CDBG funds to be used for activities such as housing rehabilitation, public facilities and improvements, streets, water and sewer work, public services and certain economic-development efforts. Each activity must meet federal eligibility requirements and one of the programโs national objectives.
The public hearing has already taken place
The village held a public hearing on the draft plan at Village Hall on July 22, 2026. Residents who did not attend can still submit written comments during the remaining public-comment period.
The village says it will consider written comments, comments made at the hearing and other comments received during the comment period when preparing the final plan or report for submission to the U.S. Department of Housing and Urban Development.

Who may benefit
CDBG is not a universal benefit program for every Hoffman Estates household or neighborhood. HUD requires the program to principally benefit low- and moderate-income people, prevent or address blight, or respond to certain urgent community-development needs.
Eligibility depends on the specific activity, household income, location and other program rules. Residents interested in home-repair assistance should review the villageโs separate Single Family Home Repair Program rather than treating the plan-comment process as an application for assistance.
After the comment period closes, the next major update should be the villageโs final plan, its submission to HUD and any accompanying summary of public comments and responses. Residents can check the villageโs Housing Support and CDBG materials for those updates.
