Portland’s housing and budget outlook are taking center stage as city leaders weigh how to stabilize construction and close a growing fiscal gap.
Middle housing momentum cools
New local data show that so-called middle housing — duplexes, fourplexes, cottage clusters and accessory dwelling units — has made up nearly a quarter of new residential development since the city’s Residential Infill Project took effect in 2021.
But overall production has dropped to its lowest level in more than a decade. Higher interest rates, rising construction costs and tighter financing are slowing projects citywide, even as demand for smaller, more affordable units remains steady.
City leaders have set an ambitious goal of adding 20,000 housing units over the next eight years. With traditional large-scale apartment construction cooling, middle housing is expected to play an even larger role in meeting that target.
$67 million general fund shortfall
At the same time, Portland is staring down a projected $66.9 million general fund shortfall for the next fiscal year. Roughly $17 million reflects ongoing structural gaps, with another $50 million tied to one-time pressures.
The mayor’s proposed budget is expected in April, and early conversations suggest core services such as parks, libraries and street maintenance could face reductions if new revenue is not identified.
The budget debate comes amid broader scrutiny of city financial management and renewed pressure to align housing investments with overall fiscal strategy.
