Huntington Beach reviews proposed $14.5 million Sports Complex contribution

Huntington Beach is reviewing a proposed overhaul of its Sports Complex that would ask the city to provide about $14.5 million toward a project estimated at roughly $20 million.

The proposal remains under review. It has not been approved, construction has not begun and the city has not made a final commitment to provide the proposed contribution.

What the proposal includes

Materials submitted for city review describe an enclosed Rise Training Center, conversion of fields to artificial turf, LED lighting, replacement batting cages, sponsorship opportunities and potential retail activity at the complex near Goldenwest Street and Talbert Avenue.

The plan also would extend the operating arrangement for the facility and could change parking, programming and revenue-sharing terms. Those details matter because the proposal’s financial model depends on future use of the complex, parking activity and operating performance.

How the proposed city contribution would work

Independent reporting described a proposal in which the city would contribute approximately $14.5 million over time, with parking and facility revenue helping support that contribution. The operator’s presentation estimated that the project could generate about $745,000 a year in net income for the city.

Those figures are projections, not money the city has already received. Voice of OC reported that the proposal also included roughly $4 million from private partners, a different profit-sharing structure and additional city costs, including about $1 million for LED lighting and higher landscaping expenses. The details remain subject to review and should not be treated as a finalized financing agreement.

The key accountability questions are when the city would recover or receive projected income, how maintenance and operating costs would be handled, what happens if revenue falls short and who would control the complex after the improvements.

Finance Commission review is the next checkpoint

At its July 7, 2026, meeting, the City Council referred the proposal from Huntington Beach Sports Complex Partners to the Finance Commission for additional study. The Orange County Tribune reported that the council voted 7-0 to seek a recommendation at an August 18 meeting.

The Finance Commission’s official record shows that the Sports Complex proposal was placed on its July 22 agenda, along with a related subcommittee update. The record lists the meeting minutes as draft and says actions and results are not yet available, so the meeting entry should not be read as a final commission recommendation.

August 5 is the next Finance Commission meeting listed in the city calendar. August 18 has been reported independently as the expected recommendation milestone, but it is not a guaranteed approval date, construction date or final financing decision. Any commission recommendation would still be separate from subsequent City Council action.

What residents should watch

Residents and taxpayers should look for a clearer accounting of the proposed city contribution, parking-revenue assumptions, projected annual income, maintenance obligations and the timing of any return to the city. Sports Complex users should also watch for details on field availability, artificial-turf conversion, lighting, batting cages, programming, parking and future sponsorship or retail activity.

The turf debate also includes commissioner-submitted material that must be treated separately from official city findings. A document filed by Finance Commissioner Chennault includes personal observations and temperature readings, but the document itself says it was provided for discussion, was not reviewed or verified by city finance staff and does not represent official city data, analysis or policy.

For now, Huntington Beach is evaluating a proposal rather than implementing a completed project. The Finance Commission’s review and any later City Council action will determine whether the projected costs, revenues and operating responsibilities move forward.
