Huntington Beach Sports Complex Proposal Moves to Finance Review

Huntington Beach City Council referred a proposal to enhance the Huntington Beach Sports Complex to the city’s Finance Commission on July 7, moving the plan into another financial review before any construction approval.

The commission’s recommendation is due Aug. 18, 2026. The referral keeps the project under consideration, but it is not a final council approval to build.

What the proposal includes

The proposed project would add a new Rise Training Center at the sports complex. It also calls for converting the facility’s natural-grass fields to sports turf, upgrading LED lighting and replacing or improving outdated batting cages.

Together, the changes would affect the complex’s fields, training space and supporting amenities. The proposal could reshape how a major Huntington Beach sports facility is used and maintained, making the financing review an important step before the council decides whether to proceed.

Proposed funding

The city’s contribution is estimated at approximately $14.5 million, funded through parking revenue over time. Under the proposal, a private operator would invest the remaining capital.

That arrangement would commit a substantial stream of city parking revenue over time while leaving the project subject to additional review and city action. The Finance Commission’s work is therefore focused on the public funding side of a plan that also includes private investment.

The July 7 council action did not complete the project approval process. The next scheduled milestone is the Finance Commission’s Aug. 18 recommendation. After that, the proposal would return for further city consideration before construction could be treated as approved.

Until those steps are completed, the Rise Training Center, field conversions, lighting work and batting-cage improvements remain proposed changes rather than confirmed construction.
