Keene Downtown Infrastructure Construction Begins in Three-Phase Project

KEENE, N.H. — Construction has begun on Keene’s Downtown Infrastructure Project, launching a three-phase effort to replace aging water, sewer and stormwater infrastructure beneath downtown streets and rebuild sidewalks, streetscapes and public gathering areas.

The project entered construction in July 2026, but the approved materials identify two different start dates. A local report said city officials announced a July 6 start. The City of Keene’s project page lists construction as beginning July 13.

What the project will change

The city’s Downtown Project FAQ says the work will be completed in three phases over three years. It includes replacing downtown water, sewer and stormwater systems, followed by or alongside reconstruction of sidewalks, streetscapes and public gathering areas.

The project had been planned for construction in spring 2026. The city project page identifies Liberty Utilities in the current-phase heading, while a local report said the Keene City Council approved a contract with Casella Construction in early May.

The work affects the infrastructure beneath downtown streets as well as the public spaces used by residents, downtown workers, pedestrians, drivers and businesses. Construction can change access and may create traffic and parking disruptions as work advances. The available information does not establish that all downtown streets are closed.
