Knoxville council advances housing, waterfront and data-center policies

Knoxville City Council advanced a broad set of housing, redevelopment and infrastructure policies in July, including support for affordable housing at the St. Mary’s site and a moratorium on data centers.

The July 7 action also addressed doubling the city’s solar power and pedestrian improvements on Sutherland Avenue. Together, the measures connect long-term energy goals with changes to a specific Knoxville corridor.

Knoxville also adopted a $499 million net budget for fiscal year 2026-27 in July. The budget figure is part of the city’s broader set of adopted and approved actions; it does not establish that all of the July policy measures represent new spending beyond the city’s description.
